Youth Hearing
 


The Committee of the Whole convenes a monthly Public Oversight Hearing on Youth Issues. The purpose of these hearings is to hear testimony from District of Columbia youth regarding a variety of issues that impact their lives. Youth are given an opportunity to offer the Council youthful perspectives and insight regarding issues such as: Education, Public Safety, Employment, Economic Development, Housing, and the Environment to name a few. It is a great opportunity to partner with the Council to achieve a resolution to issues that are raised.
Youth (ages 21 and under) who wish to testify at the next Youth Hearing should contact the Council's Office of Youth Programs (OYP) at (202) 724-8176, or by email at youthprograms@dccouncil.us.

ONLINE REGISTRATION
 
Witnesses may be registered online by completing the Youth Hearing Registration Form and
forwarding it to the OYP via email.
 
TIPS REGARDING YOUTH HEARINGS

Youth WILL be placed on the Witness List only in the order in which their registration request is received. 
 
¨     ALL youth witnesses must be ages 21 and under. Witnesses over age 21 WILL NOT be allowed to testify at the Youth Hearing. 

 

¨      ALL Youth witnesses must be D.C. residents 

  
¨      Youth WILL be placed on the Witness List ONLY in the order in which their registration request is received. 
 

¨      On the date of a scheduled Youth Hearing, witnesses WILL be called in the order in which they appear on the Witness List.  Therefore, no guarantees can be made to registrants regarding specific times in which they will be called to testify.  Such times are subject to change due to the late arrival of witnesses and no shows.  Therefore, it is highly recommended that witnesses arrive on time for Youth Hearings.

¨      Each youth presenting oral testimony may be limited to THREE (3) minutes in order to permit each witness an opportunity to be heard. 

 

¨       Written testimony is NOT required, but is strongly recommended and will be made a part of the Council’s official record. 

 

¨       Witnesses testifying at the public hearing are requested to provide 20 copies of their written testimony at the hearing or submit one copy of their written testimony to the OYP at least TWO (2) days prior to the date of the Youth Hearing.

 

¨       Witnesses who require technical assistance for audiovisual presentations (e.g., PowerPoint, DVDs) must provide advanced notice to the OYP at least TWO (2) days prior to the date of the Youth Hearing. 

 

¨       Witnesses with audiovisual presentations must arrive at least THIRTY (30) minutes prior to the hearing in order to test compatibility of presentation materials with the Council’s technical equipment.



SCHEDULE OF YOUTH HEARINGS ONLINE
Youth Hearings are usually scheduled to occur on the second Saturday of each month while the Council is in session.  The date and time of the next scheduled Youth Hearing is listed below.  Live broadcasts and encore presentations of the Youth Hearings are aired on D.C.
