	The following revision has been made to the FY11-12 Agency Performance Oversight Hearings schedule:</p>

		The DCPS portion of COW&#39;s education oversight hearing (government testimony only) has been rescheduled for <a href="http://dccouncil.us/events/cow-agency-performance-dcps-rescheduled">Thursday, February 23</a> at 10AM</li>
	<li>

	I am writing to advise members of the agenda for the January 26, 2012 Committee on Finance and Revenue Public Oversight Hearing on the matter of i-gaming and hearing on Bill 19-474, the &ldquo;Lottery Amendment Repeal Act of 2011&rdquo;.&nbsp; The hearing is scheduled to begin at 10 a.m. and will start with a panel of Government witnesses invited to testify, including Mr. Buddy Roogow, Director of the DC Lottery and Charitable Games Control Board; Dr. Natwar Gandhi, Chief Financial Officer; Mr. David Shive, Interim Chief Information Officer for the Office of the Chief Financial Officer; and Mr. Charles Willoughby, Inspector General.&nbsp; Upon completion of the Government witness panel, we will proceed to public witnesses until recessing the hearing at 1 p.m.&nbsp; We will resume with public witnesses at 6 p.m.&nbsp; In order to hear as many public witnesses as possible before the recess, we will have two ten minute rounds of questions for the government panel, and have one five minute round of questions for public witnesses.&nbsp; In the event we are unable to hear public witnesses in the morning portion of the hearing, all public witnesses will be called to testify beginning at 6 p.m.</p>

	Performance oversight and budget oversight hearing season is right around the corner.&nbsp; The Council&#39;s Office of the Budget Director is currently putting together the proposed hearing schedule, and the Council will vote on that schedule at the <a href="http://dccouncil.us/events/committee-of-the-whole2"><strong>January 17 Committee of the Whole meeting</strong></a>.</p>
<p>
	In the meantime, here are some key dates:</p>
<ul>
	<li>
		<strong>February 1</strong>: Comprehensive Annual Financial Report (CAFR) Released</li>
	<li>
		<strong>March 23</strong>: Mayor Gray&#39;s proposed FY13 budget transmitted to the Council</li>

      <title>DC Statehood Campaign Goes on the Road</title>

	On Wednesday, January 4, members of the DC Council, Mayor Vincent C. Gray, and DC Vote announced that on Thursday, January 12, 2012, a delegation of city officials and citizens will travel to New Hampshire to give testimony before the House of Representatives Committee on State-Federal Relations and Veterans Affairs on HR 26: A resolution expressing support for admitting the District of Columbia as the 51st state of the United States of America.</p>
<p>

<p>
	&ldquo;This is an important initiative for the self-determination movement in the District,&rdquo; said Council Chairman Kwame R. Brown. &ldquo;We cannot achieve our goal of statehood without the support of the states. New Hampshire is a friend to the more than 600,000 residents who live, work, and do business in this great city and we are grateful to them for their show of support.&rdquo;</p>
<p>
	At-Large Councilmember David Catania is credited with spearheading the excursion, based on relationships he has built over the years in New Hampshire.&nbsp;<br />
	<br />
	&ldquo;We in the District have spent enough time talking to ourselves about the issue of statehood,&rdquo; said Catania. &ldquo;We were convinced long ago. For our efforts to be successful, we must expand the conversation about statehood.&nbsp; Our trip to New Hampshire marks the start of that expanded conversation.&rdquo;</p>
<p>
	At-Large Councilmember Michael A. Brown has taken the lead in promoting statehood for the Council. He is responsible for launching a new, nationwide initiative last year focused on getting such resolutions passed in state legislatures.</p>
<p>
	&ldquo;This is the first step of a renewed campaign to secure supportive leaders in state legislatures across the nation. We encourage all residents to join the fight and sign our petition for democracy at Statehooddc.com,&rdquo; stated Brown.</p>
<p>
	New Hampshire is the first state on the itinerary. The state is a logical starting point considering its motto (&ldquo;Live Free or Die&rdquo;) and the parallels to the District&rsquo;s &ldquo;Taxation Without Representation&rdquo;&rsquo; protest theme. The Council visited the New Hampshire legislature previously in 2008.</p>
<p>
	In addition to giving testimony, DC officials will deliver a ceremonial resolution, which was voted upon at today&rsquo;s legislative meeting to demonstrate the city&rsquo;s appreciation to the people of New Hampshire for their support of the fight for DC statehood.</p>

      <title>Review the Draft Committee Print on Council Ethics Bill</title>

<p>
	Councilmember Muriel Bowser, Chair of the Committee on Government Operations, will hold a public roundtable on Wednesday, November 30 to hear public comments and feedback on the proposed ethics reforms.</p>
<p>
	A hearing on ten bills related to ethics reform in the District of Columbia was convened on Wednesday, October 26th. Dozens of witnesses from the public and government testified to the importance of ethics reform, many of whom offered specific recommendations. Of note, several witnesses supported the creation of an independent ethics commission responsible for enforcing the entirety of District&rsquo;s ethics laws, including the enforcement of new, strict penalties.&nbsp; Witnesses also supported increased regulation of constituent services funds and disclosure requirements for inauguration and transition activities. Testimony was also given supporting a prohibition on discounted legal services to elected officials, and to enhanced disclosure requirements for elected officials. The <a href="http://www.dccouncil.us/files/user_uploads/event_testimony/nov18_ethics_draftcommitteeprint.pdf">draft committee print</a> embodies these suggestions and adopts specific language from the ten ethics bills previously introduced.</p>
<p>
	Unlike the October 26th hearing, the purpose of this public roundtable is to elicit comments on a specific proposal, and to provide the public an additional opportunity to be heard. The <a href="http://www.dccouncil.us/files/user_uploads/event_testimony/nov18_ethics_draftcommitteeprint.pdf">committee print</a> is in draft form. Based upon comments received at the public roundtable, the draft print will likely be amended before the Committee meeting.</p>
