Capital Budget Analyst

Duties
- Assists City Council members with capital budget related analysis, legislation, budget formulation, contract review and financial oversight.
- Conducts analysis of capital spending to determine how the money was spent and how that compares to authorizations of Executive agencies and the relevant improvement plans.
- Reviews and analyzes contracts and reprogramming actions pertaining to the capital program and prepares review statements and other follow up actions such as approval resolutions.
- Performs a fiscal analysis of legislation and prepares fiscal impact statements for amendments and emergency legislation.
- Reviews and analyzes audits pertaining to the capital program and its operation conducted by the Office of the Inspector General, (OIG), DC Auditor, General Accountability Office (GAO) and other federal agencies.
- Identifies potential administrative and legislative changes and drafts legislation to improve the delivery of projects and stewardship of funding for the capital programs.
- Organizes and provides support to annual capital budget hearings and any special hearings to ensure public oversight of the major capital agencies.
- Assesses current practice in planning, contracting, and expenditure of funds, project management and quality control of the various agency capital programs.
- Monitors and keeps abreast of Council legislative activities, legislation and developments.
- Prepares capital budget section for the Budget Request Act report.
- Represents the Council Budget Office on meetings concerning the Capital Budget with the Office of the Chief Financial Officer and other Executive agency staff.
Qualifications
The successful incumbent of this position will possess at least a bachelor’s degree in public financial management, business administration, public administration, Economics or a field of study directly related to the functions and activities of the Office of the Budget Director. An advanced degree is preferred in an appropriate field of study. Education and experience must demonstrate acquisition of the organizational skills and competencies. Both education and experience must demonstrate a breadth and depth of management principles, practices as well as functions of local governments and public financial management.
DOMICILE REQUIREMENT: An appointee to the Excepted Service is required to be domiciled in the District of Columbia at the time of his or her appointment, or become a domiciliary of the District of Columbia within 180 days of appointment, and shall maintain such domicile during the period of appointment. (D.C. Official Code §§ 1-609.06(a) and 1-610.59; and 6 DCMR B 305.)

Personally demonstrates customer focus by seeking to understand and meet both internal and external customer needs/expectations. Responds quickly to customer needs and resolves problems.
